Before you start in Berthoud.

  • Berthoud’s town code has no turf rule for houses, so your HOA’s design rules are the ones to check.
  • A green rolls only as true as the base under it, so the break is shaped and compacted before the turf goes down.
  • On a detached home, your HOA can review backyard turf but can’t ban it.

Questions about putting greens.

What lawn can surround a putting green in Heron Lakes?

Not Kentucky bluegrass or buffalo grass: the Heron Lakes rules won’t approve either as lawn grass and recommend turf-type tall fescue. A lawn without potable irrigation water needs an automatic non-potable system, approved by the committee with the landscape plan and set to run within the non-potable watering times.

Do Heron Lakes lots on the golf course get extra review?

They can. Section 4.5 asks any lot next to the course for an enhanced landscape as seen from the golf course, with canopy, ornamental and evergreen trees and shrub screening, while keeping views to the course. The committee may require more plantings on those lots, case by case.

When does a new Heron Lakes home have to finish its landscaping?

The plan goes to the committee within 30 days of occupancy, and the work is done within 90 days. A home occupied between October 1 and March 1 has until June 15 to finish, which is the window for adding a green to a new build.

A backyard putting green near Berthoud

This green near Berthoud curves behind a stone seat wall with built-in lights, next to a boulder fire pit on the stamped-concrete patio. Blue flags mark the cups along its length, a block retaining wall holds the far side, and river rock and plantings fill the beds around it, with the mountains beyond.

The PeninsulaOnly in Berthoud

Behind the McNeil Reservoir lots, a green is on the rules’ wish list.

Heron Lakes’ rules, amended June 1, 2026, name putting greens among the outdoor entertainment areas they strongly encourage on Peninsula lots with eastern frontage on McNeil Reservoir.

Section 1.40 lists fire pits, outdoor kitchens, patios and beach alongside the greens. Each of those back yards is reviewed case by case for landscape quality and for a compatible view from the main clubhouse.

Every Peninsula owner also sets sandstone boulders at each lot corner and carries them along the whole eastern property line, except where a beach is approved, so a green on one of those lots is laid out against a boulder edge.

Colorado law · the same in every town

On a detached home, an HOA can shape backyard turf. It can’t ban it.

Colorado law says an HOA's landscaping rules may not prohibit artificial turf in the backyard of a detached single-family home, although the HOA can still adopt design and aesthetic guidelines.

How HOA approval works

C.R.S. 38-33.3-106.5(1)(i.5)(I)(A)Added by SB23-178 · in force since Aug 7, 2023

ASSOCIATIONS MAY ADOPT AND ENFORCE DESIGN OR AESTHETIC GUIDELINES OR RULES THAT APPLY TO DROUGHT-TOLERANT VEGETATIVE OR NONVEGETATIVE LANDSCAPES … EXCEPT THAT THE GUIDELINES OR RULES MUST: (A) NOT PROHIBIT THE USE OF NONVEGETATIVE TURF GRASS IN THE BACKYARD OF A UNIT OWNER'S PROPERTY

  • Homes that share a wall

For attached single-family homes that share a wall, such as townhomes, Colorado law lets an HOA restrict artificial turf to rear yards only.

    C.R.S. 38-33.3-106.5(1)(i)(I)(A)
  • Front yards

Colorado law requires each HOA to pre-approve at least 3 water-wise garden designs for front yards, while its artificial-turf protection covers backyards only.

    C.R.S. 38-33.3-106.5(1)(i.5)(II)
  • Special districts

Colorado law makes unenforceable any HOA covenant or special-district rule that prohibits artificial turf in the backyard of a residential property, except for attached homes and timeshare associations.

    C.R.S. 37-60-126(11)(a.5)
  • If an HOA ignores it

If an HOA knowingly violates these Colorado landscaping protections, the homeowner must give written notice and 45 days to cure before suing for up to $500 or actual damages, whichever is greater.

    C.R.S. 38-33.3-106.5(1)(i.5)(III)

Committee approvalOnly in Berthoud

Heron Lakes allows non-irrigated artificial turf once the committee signs the plan.

Section 4.4 says xeriscape is allowed within Heron Lakes, including non-irrigated artificial turf, and that the rest of the landscape standards still apply, down to the number of required plantings.

All landscaping needs the Architectural Control Committee’s written approval of a professionally designed plan, drawn at 1 inch to 10 feet with grading and swales shown. Landscape contractors may not start without the builder’s certificate of drainage and topographical accuracy.

Mounds and berms can be no steeper than 3 to 1 and may not impede drainage, and mounds that look dumped in place are strictly prohibited. That is the envelope for any break shaped into a green.

TPC ColoradoOnly in Berthoud

The practice ground at TPC Colorado has two putting greens and a turf tee.

TPC Colorado’s practice facility covers over 18 acres. Its range runs over 350 yards with a sand-capped tee, an artificial turf tee and a fairway bunker, and two short-game complexes hold two putting greens, two chipping greens and two practice bunkers, one of them stacked sod.

Members can use it full-time. A guest gets it only before play, with a designated starting time.

Town guidelinesOnly in Berthoud

On new residential projects, the town’s guidelines keep artificial turf out back.

Berthoud’s Landscape Design Guidelines, updated June 30, 2026 by Ordinance 1383, say artificial turf should only be used in private backyards or for sports fields. The line covers new projects in the Suburban and Old Town Residential districts, and a backyard green fits inside it.

The development code asks for a landscape plan with every land development application except a building permit for a single-family home, and the municipal code has no artificial-turf provision of its own. A front-yard green depends on whether the house counts as a new project under the guidelines; ask Berthoud Planning.
