Common questions.

Does Severance regulate artificial turf on house lots?

No such provision turned up in the town code as codified through December 9, 2025; its tree standards only define landscape to exclude artificial turf.

Can I water new sod in Severance over the winter?

No. The Town bars lawn watering from December 1 through March 31 every year.

Who supplies water to my Severance subdivision?

Check your bill. North Weld County Water District serves Belmont Farms, Bridal Hill and Saddler Ridge, Casa Loma, Hidden Valley Farm and Soaring Eagle Ranch directly; Town customers get Severance’s own C-BT water, which North Weld treats and delivers.

The scheduleOnly in Severance

Severance’s watering schedule is mandatory in every year, not just drought years.

The Town requires all of its water users to follow the schedule: three assigned days a week by address, no watering from 11 a.m. to 5 p.m., and no lawn watering at all from December 1 through March 31.

A new sod lawn has to establish inside those windows; an artificial turf area doesn’t need them.

C-BT waterOnly in Severance

Severance owns its C-BT units, and North Weld treats and delivers them.

The Town owns Colorado-Big Thompson water units that North Weld County Water District treats and delivers under a 2003 agreement, and its treated water comes through the Soldier Canyon Filter Plant. Northern Water set the 2026 C-BT quota at 0.8 acre-feet per unit.

North Weld also serves some subdivisions directly, including Belmont Farms, Bridal Hill and Saddler Ridge, Casa Loma, Hidden Valley Farm and Soaring Eagle Ranch; its 2026 rate is $31.14 for the first 6,000 gallons a month and $5.19 per 1,000 gallons after that.

NOAA logged 2.75-inch hail on June 12, 2017 about 7.6 miles north-northwest of Severance, the largest Severance-referenced report from 2011 through 2025. The Greeley UNC station averages 58.3 days a year at or above 90°F.

Colorado law · the same in every town

On a detached home, an HOA can shape backyard turf. It can’t ban it.

Colorado law says an HOA's landscaping rules may not prohibit artificial turf in the backyard of a detached single-family home, although the HOA can still adopt design and aesthetic guidelines.

  • Homes that share a wall

    For attached single-family homes that share a wall, such as townhomes, Colorado law lets an HOA restrict artificial turf to rear yards only.

  • Front yards

    Colorado law requires each HOA to pre-approve at least 3 water-wise garden designs for front yards, while its artificial-turf protection covers backyards only.

  • Special districts

    Colorado law makes unenforceable any HOA covenant or special-district rule that prohibits artificial turf in the backyard of a residential property, except for attached homes and timeshare associations.

  • If an HOA ignores it

    If an HOA knowingly violates these Colorado landscaping protections, the homeowner must give written notice and 45 days to cure before suing for up to $500 or actual damages, whichever is greater.
