Common questions.

Do I have to replace my existing Frederick lawn?

Not unless you renovate it. The 2026 landscaping section applies to new development, redevelopment and substantial improvements, and renovated landscaping that needs an irrigation system must comply.

Is artificial turf banned in Frederick?

Not outright. Since June 1, 2026, the code permits functional artificial turf, the kind at a playground, a sports field or a putting green. How that reaches an existing backyard isn’t spelled out, so ask Frederick Planning about your lot before planning turf.

Do Frederick’s water restrictions apply west of I-25?

No. West of I-25 you’re a Left Hand Water District customer, and Town shortage stages don’t apply; Left Hand’s own Stage 1 asks for voluntary cuts.

Land Use Code, 2026Only in Frederick

Since June 1, 2026, Frederick permits artificial turf only where it is functional.

How that reaches an existing single-family backyard isn’t spelled out; ask Frederick Planning before planning turf.

Frederick’s new Land Use Code took effect June 1, 2026, and its landscaping section permits functional artificial turf only in areas that fit the code’s definition: a space regularly used for recreation or for civic or community purposes, which may include a playground, a sports field, a picnic ground, part of a park or a golf playing area such as a putting green. Water conservation, the section adds, does not include nonfunctional artificial turf, except in residential development of 12 units or fewer.

Every distinct landscaped area must reach at least 50% living plant coverage at maturity. On single-dwelling, paired-home and multi-plex lots the code names front yards for landscaping and requires none in side yards. A building permit for one house needs no landscape plan, yet landscaping on single-family property must still meet the section’s applicable requirements, and renovated landscaping that needs an irrigation system has to comply.

The code doesn’t say how its functional-turf line and the 12-unit carve-out treat a backyard on an existing lot, so ask Frederick Planning about yours before a turf plan goes further. Not legal advice.

East or west of I-25Only in Frederick

Your side of I-25 decides who supplies your Frederick water.

The Town of Frederick serves homes east of I-25. Homes west of I-25 are Left Hand Water District customers, and the Town’s shortage stages don’t apply to them.

The Town declared a Stage 1 (Mild) water shortage on May 20, 2026, recommending no watering from 10 a.m. to 6 p.m. and no more than 3 days a week. Left Hand has declared its own Stage 1 (Mild) shortage and asks customers to cut use voluntarily.

RebateOnly in Frederick

Frederick’s lawn rebate pays $2 a square foot, and never for turf.

The Town’s Lawn Replacement Rebate pays $2 per square foot, up to $2,000 per water account per year, for at least 200 square feet of lawn replaced, and it says artificial turf is not eligible. Submissions for 2026 closed September 1. Resource Central’s lawn-replacement program, offered through Left Hand Water District, requires the replaced area to be at least half waterwise plants.

Wyndham Hill, Savannah and Countryside are Frederick’s biggest neighborhoods.

By residential parcels, Wyndham Hill is the largest subdivision, with 507 lots plus 230 in filing B, followed by Savannah with 382, Countryside with 296 and Fox Run with 279. The median house lot is about 6,984 square feet.

The state’s district map puts 41 metro districts inside Frederick, 18 formed in 2018 or later, led by the Shores on Plum Creek family with 10.

Colorado law · the same in every town

On a detached home, an HOA can shape backyard turf. It can’t ban it.

  • Homes that share a wall

    For attached single-family homes that share a wall, such as townhomes, Colorado law lets an HOA restrict artificial turf to rear yards only.

    Colorado law requires each HOA to pre-approve at least 3 water-wise garden designs for front yards, while its artificial-turf protection covers backyards only.

    Colorado law makes unenforceable any HOA covenant or special-district rule that prohibits artificial turf in the backyard of a residential property, except for attached homes and timeshare associations.

  • If an HOA ignores it

    If an HOA knowingly violates these Colorado landscaping protections, the homeowner must give written notice and 45 days to cure before suing for up to $500 or actual damages, whichever is greater.

A quarter of central Frederick is Weld loam, a high shrink-swell soil.

The largest hail NOAA logged near Frederick from 2011 through 2025 was 2.5 inches, on June 18, 2018.
