Common questions.

Does Milliken’s sprinkler rule apply to non-potable water?

The rule is written for town-treated water. The Town’s non-potable system, fed by wells and the Hillsborough ditch, waters its greenbelts and most parks; if your home has a non-potable tap, ask the Town which schedule applies.

Do Milliken’s landscape standards apply to my existing house?

Mostly not. Existing detached single-unit and two-family homes are exempt from the Division 3 standards, except the prohibited-plant, maintenance and fence rules.

What happens to watering when Milliken declares drought?

The Town sets drought levels 1 to 4, each with its own restrictions and conservation surcharges on top of the daily sprinkler hours.

Sprinkler hoursOnly in Milliken

Town-treated water can’t run a Milliken sprinkler from 9 a.m. to 7 p.m.

The rule applies every day, and all day on Sunday. Even addresses water Monday, Wednesday and Friday, odd addresses Tuesday, Thursday and Saturday, and when the Town declares drought it sets levels 1 to 4 with added restrictions and conservation surcharges.

The Town buys treated water from Central Weld County Water District and from Greeley and treats water from its own Wells 1R and 2R. The Town irrigates its greenbelts and all but two small parks with non-potable water from wells and the Hillsborough ditch, and in April 2026 the Town described ‘a severe drought situation’, its own words rather than a declared level.

Landscape codeOnly in Milliken

Existing Milliken houses are exempt from the landscape standards.

Milliken Municipal Code 16-3-305(c) exempts existing detached single-unit and two-family dwellings from the Division 3 landscape standards, apart from the prohibited-plant, maintenance and fence rules.

Section 16-3-303, adopted in December 2025, carries the state’s ban on nonfunctional artificial turf into new development and redevelopment on commercial, institutional, industrial, HOA common and right-of-way property.

Where the lots areOnly in Milliken

Settlers Village is Milliken’s largest subdivision, with 742 lots.

Of Milliken’s 3,077 house lots, Settlers Village has 742, with a median near 6,051 square feet; Wal-Mar, the original town, Frank Farm and Sunfield follow. The big-lot corners are Mad Russian Estates, near 13,772 square feet, and Blehm Waterway Estates, near 18,009.

The state’s district map shows 6 metro districts in Milliken, none formed since 2018.

River soils

Milliken’s ground mixes river gravel, sandy loam and some Nunn loam.

Soil surveys around central Milliken map a mix of gravelly river-bottom soils, sandy Otero and Olney loams, and some Nunn loam. The Greeley UNC station averages 58.3 days a year at or above 90°F and 6.5 days at or above 100°F.

Colorado law · the same in every town

On a detached home, an HOA can shape backyard turf. It can’t ban it.

Colorado law says an HOA's landscaping rules may not prohibit artificial turf in the backyard of a detached single-family home, although the HOA can still adopt design and aesthetic guidelines.

  • Homes that share a wall

    For attached single-family homes that share a wall, such as townhomes, Colorado law lets an HOA restrict artificial turf to rear yards only.

  • Front yards

    Colorado law requires each HOA to pre-approve at least 3 water-wise garden designs for front yards, while its artificial-turf protection covers backyards only.

  • Special districts

    Colorado law makes unenforceable any HOA covenant or special-district rule that prohibits artificial turf in the backyard of a residential property, except for attached homes and timeshare associations.

  • If an HOA ignores it

    If an HOA knowingly violates these Colorado landscaping protections, the homeowner must give written notice and 45 days to cure before suing for up to $500 or actual damages, whichever is greater.
