Windsor, Johnstown and Frederick say in writing it is not eligible, and Resource Central and Fort Collins Utilities require at least 50% plants. State turf-replacement grant money can’t fund it either. A planted bed may still earn a plant rebate.

No. Artificial turf needs no water to stay green. A rinse helps where dogs pee, when dust and pollen build up, to cool the surface for a few minutes, and to wet a cooling infill.
