Artificial Turf Rebates in Northern Colorado (2026)

The short answer is no: none of the Northern Colorado water-provider programs below pays for artificial turf. Here is what each one says, in its own words.

We have not yet checked the programs of ELCO, North Weld County, Central Weld County or Left Hand water districts, or the town utilities of Berthoud, Mead, Milliken, Eaton, Severance, Dacono and Timnath. Ask the provider named on your bill.

Is there an artificial-turf rebate anywhere in Colorado?

Not from the state. Colorado’s turf-replacement grant money may not be used to replace lawn with artificial turf (C.R.S. 37-60-135(4)(c)(IV)), and the Colorado Water Conservation Board’s grant last closed on February 28, 2025. Homeowners, HOAs and businesses were never eligible to apply for it directly (CWCB).

Can a rebate still cover part of a turf project?

Sometimes, the planted part. Windsor, Fort Collins Utilities and Resource Central pay for living plants. A front-yard bed that meets Windsor’s rules (front yard only, living plants at least 50% of the project area) could qualify even if the backyard gets turf. Resource Central requires at least 50% waterwise plants in the replaced area and does not say how it treats turf elsewhere in the yard, so ask before you apply.

Check before you plan

It depends on the program. None of these pages says how it treats a yard with turf somewhere else. Confirm with the program, in writing, before you design around a rebate.

Which program is mine?

The one run by the provider named on your water bill, not the town on your address. Frederick is split at I-25: homes east of it are Town of Frederick water customers, and homes west of it are Left Hand Water District customers (Town of Frederick). Windsor’s and Johnstown’s rebates are limited to those towns’ own water accounts. For which provider serves which part of each town, see our guide to water savings from artificial turf.

When do these programs reopen?

Most 2026 programs above are closed or full. We re-check every program in February 2027 and update this page with the new terms.

Does Fort Collins give a rebate for artificial turf?

Not for turf alone. Fort Collins Utilities’ Xeriscape Incentive Program pays $0.75 per square foot, up to $750, for renovations that reach 50% plant coverage at maturity, and its page names no artificial-turf rule either way.

Does Windsor’s lawn replacement rebate cover artificial turf?

No. The Town of Windsor says: Artificial Turf is not eligible for this rebate. Its 2026 program paid $1 to $2 per square foot, up to $2,000 per water account, for front-yard lawn replaced with living plants.

Can I use Resource Central’s lawn replacement program for turf?

Not for turf alone. The program requires at least 200 square feet replaced with at least 50% waterwise plants, and its page names no artificial-turf option. The 2026 program is full.
