Before you start in Greeley.

  • Greeley keeps turf out of house front yards, so the backyard is where it goes.
  • A front-yard permit option has been drafted but not adopted yet.
  • Greeley’s water rates climb once you pass your budget. A turf lawn doesn’t need the sprinklers.

Common questions.

When will Greeley allow front-yard turf?

It depends on Council. As of September 24, 2026, Council Initiative 11-2023 was still at ‘come back to Council with a draft ordinance,’ and nothing had been adopted. Until an ordinance passes, turf in the front yard of a house is not allowed.

If Greeley’s change passes, who could install front-yard turf?

The draft calls for a permit, continued trees and live plantings, and an installer who is licensed or certified. The final ordinance language has not been written.

Does Greeley offer a rebate for artificial turf?

No. Greeley’s 2026 residential rebates cover high-efficiency toilets and irrigation systems only.

I live in Platteville. What does the town require of a turf install?

That it be done professionally and to the manufacturer’s specifications. Under Section 7-1-30(s), loose seams, unfastened edges, no aggregate base or waves can make turf a public nuisance.

The rule todayOnly in Greeley

Greeley keeps artificial turf out of house front yards, and out of street view in new development.

Greeley Municipal Code Section 24-802, adopted as Ordinance No. 36 in 2021, says that in new development artificial turf is only acceptable as ground cover for areas not visible from public rights-of-way and streets, and may be subject to engineering specifications tied to grading or drainage plans. City staff put it plainly for the Planning Commission on July 14, 2026: artificial turf is prohibited in the front yards of houses.

That makes a fenced backyard the place for turf in Greeley today. A corner lot’s side yard, which the street can see, is a question for the city before you design it.

What's pendingOnly in Greeley

A front-yard permit path is drafted, not adopted.

Status checked September 24, 2026.

Council Initiative 11-2023 would let houses put artificial turf in the front yard with a permit, keep trees and live plantings required, and require an installer who is licensed or certified. Staff presented the landscape standards to Council at a work session in July 2026.

As of September 24, 2026 the initiative’s status still read ‘Come back to Council with a draft ordinance,’ and no ordinance had been adopted. Until one is, the current rules stand, so check the city’s current code before you sign for any front-yard design.

Water budgetOnly in Greeley

Greeley bills by a water budget, and the price climbs once you pass it.

Single-family homes inside the city pay $6.18 per 1,000 gallons within their budget in 2026, $7.16 at 101–130%, $9.76 at 131–150% and $13.01 above 151%, plus a $21.00 fixed monthly charge.

Greeley declared 2026 an adequate water year on April 15, so normal watering guidelines hold through October 31, backed by Northern Water’s 0.8 acre-foot quota per Colorado-Big Thompson unit. Homes in the northern part of the city can be on North Weld County Water District instead, which asked for voluntary limits of three days a week in 2026.

The city’s 2026 residential rebates cover high-efficiency toilets and irrigation equipment only. There is no lawn-replacement or turf rebate.

Under the sodOnly in Greeley

Greeley’s sandy topsoil can sit just inches above hard clay.

Greeley’s water department says soils in the area tend to be shallow, with a layer of hard clay sometimes just inches below the surface. Soil surveys around central Greeley map mostly low shrink-swell sandy soils, Olney fine sandy loam and Otero sandy loam.

For a turf base, find out which one you have before digging: sand drains through an aggregate base, while a clay layer a few inches down holds water under it.

Two GreeleysOnly in Greeley

48 of Greeley’s 53 metro districts were formed in 2018 or later.

By the state’s district map, 53 metro districts have a representative point inside Greeley, and 48 of them formed in 2018 or later, led by the Delantero, Cache and Union Colony West families.

The established half of the city is just as large: Weber West, Rolling Hills, Country Club West and Farr’s are among the biggest subdivisions by residential parcels, and the median house lot is about 7,511 square feet.

Heat

Greeley averages 58.3 days a year at 90°F or hotter.

The Greeley UNC station averages 58.3 days at or above 90°F and 6.5 days at or above 100°F, with 14.65 inches of precipitation and 34.9 inches of snow (1991–2020 normals). NOAA logged 37 hail reports referenced to Greeley from 2011 through 2025, the largest 2 inches on July 29, 2016.

Colorado law · the same in every town

On a detached home, an HOA can shape backyard turf. It can’t ban it.

Colorado law says an HOA's landscaping rules may not prohibit artificial turf in the backyard of a detached single-family home, although the HOA can still adopt design and aesthetic guidelines.

How HOA approval works

C.R.S. 38-33.3-106.5(1)(i.5)(I)(A)Added by SB23-178 · in force since Aug 7, 2023

ASSOCIATIONS MAY ADOPT AND ENFORCE DESIGN OR AESTHETIC GUIDELINES OR RULES THAT APPLY TO DROUGHT-TOLERANT VEGETATIVE OR NONVEGETATIVE LANDSCAPES … EXCEPT THAT THE GUIDELINES OR RULES MUST: (A) NOT PROHIBIT THE USE OF NONVEGETATIVE TURF GRASS IN THE BACKYARD OF A UNIT OWNER'S PROPERTY

  • Homes that share a wall

For attached single-family homes that share a wall, such as townhomes, Colorado law lets an HOA restrict artificial turf to rear yards only.

    C.R.S. 38-33.3-106.5(1)(i)(I)(A)
  • Front yards

Colorado law requires each HOA to pre-approve at least 3 water-wise garden designs for front yards, while its artificial-turf protection covers backyards only.

    C.R.S. 38-33.3-106.5(1)(i.5)(II)
  • Special districts

Colorado law makes unenforceable any HOA covenant or special-district rule that prohibits artificial turf in the backyard of a residential property, except for attached homes and timeshare associations.

    C.R.S. 37-60-126(11)(a.5)
  • If an HOA ignores it

If an HOA knowingly violates these Colorado landscaping protections, the homeowner must give written notice and 45 days to cure before suing for up to $500 or actual damages, whichever is greater.

Close to Greeley, under different rules.

LaSalle

LaSalle, just south of Greeley, sets its own watering rules under Resolution H-2026 through December 31, 2026: no watering on Fridays, none from 11 a.m. to 5 p.m., and new sod or seed only by permit. The Dove Hill subdivision runs a separate non-potable system, scheduled to shut off September 30, 2026.

LaSalle's municipal code, codified through Ord. 5-2026, has no artificial-turf provision; its one cap on non-living ground cover, 20%, applies to parking-lot setbacks. Treated water comes from Central Weld County Water District, and about 72.8% of LaSalle's homes were built before 1980.

Platteville

Platteville writes installation quality into its nuisance code. Under Section 7-1-30(s), permitting or maintaining artificial turf that was not installed in a professional manner to the manufacturer's specifications is a public nuisance; the examples are seams that aren't tight, edges that aren't fastened, turf not laid over an aggregate base, and waves.

Drinking water comes from Central Weld County Water District, and the town's page says watering is not allowed between 9 a.m. and 6 p.m.; even addresses water Sunday, Tuesday and Thursday, odd addresses Saturday, Monday and Wednesday.

The town sits on the east bank of the South Platte beside Fort Vasquez, and its Harvest Daze festival has run each August since 1910.

§ 7-1-30(s)Codified through Dec 16, 2025
