Common questions.

Is my Evans neighborhood on non-potable irrigation water?

It depends where you live. The Ridge at Prairie View and Willowbrook draw non-potable water from the Evans Town Ditch; other city-run non-potable systems switched to potable water on August 28, 2026.

Can an Evans HOA put artificial turf in its common areas?

Not in anything the city reviews. The city’s landscape design code, which applies to the common areas of new subdivisions, new or amended site plans and site rehabilitation, says artificial turf is not acceptable for public or common areas.

Does Evans offer a rebate for replacing a lawn?

No lawn-replacement or turf rebate is listed. The 2026 programs are fixture replacement, $25 Garden in a Box kits and sprinkler evaluations.

The cutoverOnly in Evans

From August 28, 2026, city non-potable systems outside two neighborhoods ran on drinking water.

The Greeley Loveland Irrigation Company told the City its deliveries would no longer be available after August 28, 2026, so from that day Evans moved every city-operated non-potable irrigation system not served by the Ridge Pump Station to potable water, billed at potable rates, for the rest of the season.

The Ridge at Prairie View and Willowbrook were not affected: their non-potable water comes from the Evans Town Ditch, not the irrigation company. East Evans customers who take ditch water directly were not affected either. If you were elsewhere on a city non-potable system, your late-season irrigation was billed at potable rates.

The city buys its treated drinking water from Greeley.

Drought emergencyOnly in Evans

The Evans City Council declared a drought emergency on April 21, 2026.

The vote was unanimous, and outdoor watering restrictions remain in place, enforced under the Evans Municipal Code. No one waters from 10 a.m. to 6 p.m.; even addresses water Sunday, Tuesday and Thursday, odd addresses Monday, Wednesday and Saturday.

Common areasOnly in Evans

Evans code says turf is not acceptable for public or common areas.

Section 18.08.020 of the Evans landscape design code says artificial turf is not acceptable for public or common areas. No rule on single-family yards turned up in the code as codified through January 6, 2026.

For HOA common ground in a new subdivision, site plan or site rehabilitation the city reviews, that rules turf out under the city’s landscape design standards. A private backyard is governed by your HOA and by state law.

Colorado law · the same in every town

On a detached home, an HOA can shape backyard turf. It can’t ban it.

Colorado law says an HOA's landscaping rules may not prohibit artificial turf in the backyard of a detached single-family home, although the HOA can still adopt design and aesthetic guidelines.

  • Homes that share a wall

    For attached single-family homes that share a wall, such as townhomes, Colorado law lets an HOA restrict artificial turf to rear yards only.

  • Front yards

    Colorado law requires each HOA to pre-approve at least 3 water-wise garden designs for front yards, while its artificial-turf protection covers backyards only.

  • Special districts

    Colorado law makes unenforceable any HOA covenant or special-district rule that prohibits artificial turf in the backyard of a residential property, except for attached homes and timeshare associations.

  • If an HOA ignores it

    If an HOA knowingly violates these Colorado landscaping protections, the homeowner must give written notice and 45 days to cure before suing for up to $500 or actual damages, whichever is greater.

Ashcroft Heights and Willowbrook are the largest subdivisions in Evans.

By residential parcels, Ashcroft Heights has 533, Willowbrook 393, the original Evans plats 333 and the Ridge at Prairie View 305, and the median house lot is about 6,768 square feet. The state’s district map puts 15 metro districts in Evans, 11 of them formed in 2018 or later.

River-bottom ground

Evans sits on river-bottom gravel and sandy loam.

Soil surveys around central Evans map wet, gravelly river-bottom soils and low shrink-swell Otero and Vona sandy loams. The largest hail NOAA logged near Evans from 2011 through 2025 was 2 inches, on July 29, 2018 and May 28, 2024.

The Greeley UNC station, the nearest NOAA normals, averages 58.3 days a year at or above 90°F.
