Artificial turf for dog parks, daycares and kennels: the functional-turf question, washdown water and odor

Can a Northern Colorado dog daycare, kennel or dog park use artificial turf? What PACFA asks of the yard, where washdown water can go, and how to stop odor.

Can a daycare, kennel or dog park yard be artificial turf here?

The harder question comes with new construction. Since January 1, 2026, Colorado towns may not allow nonfunctional artificial turf in new development or redevelopment on commercial, institutional and industrial property or HOA common property (HB25-1113). Functional turf stays allowed: artificial turf in “a recreational use area or other space that is regularly used for civic, community, or recreational purposes,” such as playgrounds, sports fields and parts of parks. Dog yards aren’t named either way.

A 2025 Western Resource Advocates guide suggests towns ask applicants to “label functional turf and functional artificial turf areas and describe the proposed functional use” (WRA). On a daycare or dog park plan, mark the yard as a dog exercise area.

Beyond Dacono’s dog parks, none of these codes says whether a daycare play yard is functional turf, or even landscaping. It depends on the town: in Fort Collins, ask Fort Collins Planning, labeled plan in hand. Other property types are on the commercial turf page.

What do Colorado’s kennel rules say about a turf yard?

Colorado’s Department of Agriculture licenses boarding and training facilities under the Pet Animal Care and Facilities Act, inspecting each first (CDA). Its rules, 8 CCR 1202-15, never mention artificial turf, so they neither approve it nor rule it out. They set what any yard surface has to do:

  • Drain. Outdoor areas must drain excess water “regardless of surfacing material within the area” (Rule 11.12.9), and standing water must be removed from common areas (12.1.8).
  • Stay clean. Visible waste comes out of common areas daily or more often (13.3), and a common area is cleaned, then sanitized, after one group of dogs leaves and before the next arrives (13.2).
  • Come out when soaked. “Outdoor substrate must be removed or replaced when permeated with urine or fecal matter, or when odors are present” (13.11). Until July 15, 2025, the rule said “gravel, sand, or soil” (earlier text). Substrate plainly covers sand infill and the crushed-rock base under turf; whether it also covers the turf is a question for the PACFA office.
  • Have shade. Animals in an outdoor area need shade above 70 degrees unless they can go straight inside (11.12.3, 11.12.6).

One distinction matters. A play yard where dogs mix is a “common area.” A run where a dog eats and sleeps is an “enclosure,” and the floors listed for a dog enclosure don’t include turf by name; one option is an “other surface approved by the Commissioner” (12.1.7). Ask the PACFA office before turf goes into boarding runs.

Where can the washdown water go?

Not to a storm drain. In Fort Collins, storm sewers carry runoff to the creeks and the Poudre River without treatment, and the city lists pet waste among the pollutants (Fort Collins Utilities). The code bars sending untreated polluted or contaminated water to streets or storm drains, directly or by letting it migrate there (Sec. 26-498). Contaminated water includes “nutrients such as nitrogen and phosphorous” and disease-causing biological agents (Sec. 26-491); NC State Extension notes “the concentrated nitrogen and excess salts in dog urine” (NC State).

The sanitary sewer isn’t automatic either. Fort Collins bars stormwater, surface water and subsurface drainage from it unless the Utilities Executive Director authorizes it in writing (Sec. 26-331), and bars connecting areaway drains or other surface-runoff sources to a sanitary line (Sec. 26-258). An open yard catches rain and snowmelt as well as rinse water, so its drain sits between the two systems. Settle the outlet in writing with whoever provides your sewer service before the base is designed.

Dog parks aren’t exempt. In 2023 Firestone permanently closed two dog parks that sat in detention ponds, citing its state stormwater permit and the bacteria in pet waste (Town of Firestone). Solids: see dog poop on artificial turf.

How should a busy yard drain on clay?

It carries more liquid than a home dog run. PACFA lets up to 60 dogs share one common area, with a supervisor for every 15 (Rule 14.11). One distributor rates its ordinary turf for 1 to 3 pets and its fully permeable pet turf for kennels and dog parks, warning that liquid held between drainage holes can cause “lingering odors” (Synthetic Grass Warehouse). Under the base, much of Northern Colorado is clay. The Colorado Geological Survey says expansive clays can swell up to 20% by volume when wet (CGS), and Longmont notes that its “clay soils absorb water slowly” (City of Longmont). Liquid that gets through the base faster than the clay takes it in runs along the top of the clay to the low side. For a facility yard:

  • A planned low point. Slope the ground under the base to a collection point with an agreed outlet, away from the building.
  • Zones. Rule 13.11 can mean replacing soaked substrate, so lay out the yard so one corner’s turf and base can come up while the rest stays open.
  • Winter. Rinse water that can’t drain freezes in the turf. See does artificial turf freeze.

What cleaning routine keeps a turf yard from smelling?

The smell is ammonia made from the urea in urine, and warmth speeds it: Montana State University Extension, studying the same reaction in fertilizer, says a rise from 45°F to 60°F can double the loss to the air (MSU Extension). NOAA’s Greeley UNC station averages 58.3 days a year at or above 90°F (NOAA normals). More in dog urine smell on artificial turf.   • Two products, two jobs. The guide says disinfectants kill germs but don’t necessarily remove the source of odor; enzymes break down the source without necessarily killing germs.
  • Heat is a poor fit. PACFA’s other sanitizing method raises the surface to at least 160°F, and the same guide says water above 160 degrees shouldn’t be used on its grass.
  • Dogs out while you clean. Animals must be protected from water under pressure and cleaning chemicals (13.4). Two yards that rotate make hours-long enzyme treatments workable.

What should a daycare or kennel ask before the yard goes in?

  • “Where does rinse water go, and has the sewer utility agreed?” A good answer names the outlet and shows the utility’s written reply; a storm inlet is the wrong answer.
  • “Does this backing drain across the whole sheet?” With dozens of dogs, it matters.
  • “Infill or none, and how does a soaked section get replaced?” A good answer shows how one zone comes up.
  • “Which cleaners and water temperatures can this turf take?” Get the maker’s written care guide and check it against your disinfectant’s label.
  • “Is the yard labeled as a functional area on the plan?” On new construction, it should be.
  • “May I see the spec sheet and PFAS documentation?” Colorado has barred installing turf with intentionally added PFAS since January 1, 2026 (SB24-081).

Does a dog daycare need a PACFA license in Colorado?

The Colorado Department of Agriculture treats anyone paid to care for or house more than three pet animals at one time, besides their own, as a boarding/training facility under PACFA. It inspects a facility before licensing it and asks applicants to contact the PACFA office with questions first. Not legal advice.

Can a daycare put artificial turf indoors?

Ask the PACFA office before you do. Indoors, the rules want enclosure and common-area surfaces that are water-resistant and can be cleaned and sanitized, and indoor sewage and waste drained to a sanitary sewer or another locally approved system. One kennel-turf maker says most indoor elimination areas need daily rinsing and disinfecting, with a flushing system run two to five times a day.

Can we replace the turf in an existing daycare yard?

Ask your town first. Colorado’s turf law reaches new development and redevelopment, meaning a permitted or reviewed project that disturbs more than 50% of the landscape area, and it lets a town allow turf installed before January 1, 2026 to be maintained. The statute doesn’t say whether a full replacement counts as maintenance, so ask your town’s Planning department before you order.

How strong a bleach solution can go on dog turf?

Whatever the turf maker’s written care guide allows. One kennel-turf maker says not to use bleach stronger than 1:20 on its grass, says 1:32 bleach to water is enough to neutralize parvovirus, and says to test any cleaner on a small area first.

Do the PACFA rules cover an HOA or city dog park?

The Department of Agriculture says PACFA licensing may apply to anyone running a pet animal facility or business that sells, transfers, adopts, breeds, boards, trains, grooms, shelters, rescues or transports pet animals. A park where owners bring their own dogs isn’t on that list, but storm-drain rules still apply, and HOA common property is on the state turf law’s list. Not legal advice.
